You must have a transport service licence to operate a goods service, passenger service, vehicle recovery service or rental service.

You can apply for a transport service licence in person at your nearest NZ Transport Agency regional office or by mail, provided the form is signed and witnessed by a Justice of the Peace, solicitor or a person authorised to make statutory declarations.

From 1 August 2009, the Operator Licensing Amendment Rule 2008 requires the following vehicles to display a transport service licence (TSL) label: Taxis, Taxi shuttles, Vehicle recovery services, Goods services , Large passenger service vehicle operators.
