Standards and guidelines manual (Manual No. TFM1)

The Standards and guidelines manual contains Land Transport NZ's policies and procedures documents for the National Land Transport Programme (NLTP). Standards are mandatory for all organisations receiving funds from the NLTP and guidelines are statements of good practice. Where organisations receiving funds from the NLTP materially modify a guideline, or follow an alternative one, sufficient traceable justification should be retained for audit purposes.

Economic evaluation manual - volume 1 (EEM1)

The NZTA's Economic evaluation manual - volume 1 (EEM1) is the industry's standard for the economic evaluation of transport activities and is used by approved organisations for economic evaluation and the preparation of funding applications to the NZTA. The EEM1 sets out procedures and values to be used for the calculation of benefits such as savings in travel time, increased trip reliability, changes in vehicle operating costs, reduced accident costs, as well as benefits from increased transport user comfort, reduced driver frustration and impacts on the environment and non-transport users. The Economic evaluation manual - volume 1 (EEM1) is a companion to EEM volume 2. Economic evaluation software is also available on this website.

When an economic evaluation has already been completed using the procedures prior to EEM1 amendment 2, use the latest update factors (in appendix A12) to bring the benefits and costs up to July 2008 values before submitting it for funding consideration.

EEM1 is available in PDF format, it can be downloaded and used free of charge. Hard-copies can be ordered for $90.00 (including postage and GST) using the order form.

Economic evaluation manual - volume 2 (EEM2)

The Economic evaluation manual - volume 2 (EEM2) contains procedures and guidance for the calculation of benefits for transport demand management proposals. The EEM2 covers freight and passenger transport services and the broader spectrum of transport demand management type projects including tolling and travel behaviour change, as well as walking and cycling. Economic evaluation software is also available on this website.

EEM2 is available in PDF format, it can be downloaded free of charge. Hard-copies can be orderd for $90.00 (including postage and GST) using the order form.

Travel behaviour change procedures and guidelines

Land Transport New Zealand (formerly Transfund), in cooperation with the Energy Efficiency and Conservation Authority (EECA) and local government, have developed evaluation procedures for travel behaviour change initiatives that involve school, workplace and household travel plans. The evaluation procedures (now contained in EEM2 SP12), together with a guidance handbook, literature review, and technical report on how the evaluation procedures were developed, are available for downloading using the links below.

Procurement manual (PM1)

The NZTA Procurement manual, to be used for activities funded through the National Land Transport Programme contains procurement procedures approved by the NZTA for use by approved organisations when purchasing infrastructure, planning and advice, and public transport services. This manual also provides guidance on the application of these procurement procedures and the strategic context within which they operate. This manual, and documents associated with it (including tools and other resources), can be found on the Procurement page.

Competitive pricing procedures manual - volume 1 Physical works and professional services (Manual No. PFM3)

Volume 1 of the competitive pricing procedures (CPP) manual (CPP volume 1) contains procurement procedures approved by the NZTA (formerly Land Transport NZ) for use by approved organisations when purchasing physical works and professional services. In addition to the mandatory procedures, which must be followed to be eligible for NZTA funding, the manual provides guidance on the application of these procurement procedures. This manual, and documents associated with it (including cost adjustment updates), can be found on the Competitive pricing procedures manual - volume 1 Physical works and professional services (Manual No. PFM3) page.

Competitive pricing procedures manual - volume 2 Public passenger transport (Manual No. TFM4)

Volume 2 of the Competitive Pricing Procedures (CPP) manual (CPP volume 2) contains procurement procedures approved by NZTA for use by local authorities when purchasing public passenger transport services. In addition to the mandatory procedures, which must be followed to be eligible for NZTA funding, the manual provides guidance on the application of the CPPs.

In circumstances where these standard CPPs are unsuitable NZTA will consider alternative CPPs or variations to the standard CPPs. The criteria NZTA uses when considering approval of an alternative CPP cover efficiency, safety, the public interest, and the maintenance of a competitive supply market.

NZ Transport Agency cost indices (CPP manual vol 2 Appendix B)

Contracts may specify that the price will be adjusted to compensate for cost fluctuation using the NZTA standard indexation formula. Appendix B to CPP volume 2 sets out how this is done using cost adjustment factors. The latest cost adjustment factors and the Statistics NZ indices that they are based on, can be downloaded using one of the two links below.

These tables are updated quarterly, usually in March, June, September and December.

Procurement procedure and guidelines for community focused activities

Procurement procedure and guidelines for community focused activities contains the approved procedure for the procurement of goods and services required to deliver activities classified by NZTA as ‘community focused activities’ (work categories 431: community coordination, 432: community programmes and 433: community advertising). The document also includes guidelines to help approved organisations apply NZTA’s approved procurement procedure.

RAMM road condition rating and roughness manual (Manual No. PFM6)

Land Transport NZ's (formerly Transfund's) RAMM Road condition and roughness manual is the industry standard for the measurement and recording of defects shown by each road section, for both sealed and unsealed roads, in a standard and objective manner. This provides a measure of the condition of each road section, which can be used to assess routine maintenance and when pavements need to be renewed. Defects measured include roughness, rutting, shoving, cracking, potholes, edgebreak, flushing and water channels faults. A review of this manual is currently underway. An updated version is likely to be available later this year.

Local authority RAMM database operation manual (Manual No. PFM7)

Land Transport NZ 's Local authority RAMM database operation manual is an industry guideline for developing operational procedures and activities to ensure optimum accuracy and timeliness of local authority RAMM databases. The manual provides:

  • procedures for maintaining RAMM databases including a maintenance checklist and standard forms
  • some general information on activities, responsibilities and reporting requirements
  • procedures for adding Lookup Codes.

Note that some of the procedures have changed with evolution of the RAMM software, and users should take care when using the manual.  A review of this manual is currently underway, but it can still be downloaded in PDF format (PDF, 2.1 MB), or requested by email at roaddata@nzta.govt.nz.

Road safety audit procedures for projects (Manual No. TFM9)

In April 2004 Transfund issued General circular 04/05 (Word doc, 98 KB) that described its policy on road safety audits, as applied to new works. This policy came into force on 1 July 2004. Transit's "Safety audit policy and procures" (1993) has been revised in consultation with an industry working group to reflect this new policy. The revised guideline is available by downloading (PDF, 12.21 MB) or by contacting Ian.Appleton@nzta.govt.nz.

The revised guideline includes Land Transport NZ's policy (formerly Transfund's policy) and the audit checklists. These can be downloaded separately as Word documents.
