Welcome to Stepping forward, the place for information on the three-year National Land Transport Programme and procurement review.
The move from annual to three-year funding of land transport activities was one of the key recommendations of the Government’s Next Steps in the Land Transport Sector Review being implemented under the amended Land Transport Management Act.
The Act also provides for the establishment of the NZ Transport Agency(NZTA) which will take over the functions and responsibilities of Land Transport New Zealand and Transit New Zealand.
In coming months we will be updating these pages frequently with information that will be of particular use to approved organisations and transport managers on the transition to the three-year funding programme, its goals, progress and timelines.
We will also be providing electronic newsletters, links to essential documents and the answers to frequently asked questions. In coming months, we will also be combining this with more information for approved organisations that will be carried on the new SmartMovez website.

The Planning, programming and funding manual and the Regional land transport programme (RLTP) guidelines (PDF, 598 KB) have been produced to help you prepare your 2009-12 programmes.
The Ministry of Transport and NZTA have jointly produced a guidance paper on regionalisation of GPS and NZTS targets, which will be needed on a regional level by Regional Transport Committees (RTCs). This document supports a related document on indicative regional allocations to activity classes.
The NZTA is developing its first Investment and revenue strategy. The first section being developed deals with how the NZTA allocates land transport funding through the NLTP. It will provide a direct link between the Government Policy Statement on Land Transport Funding (GPS) and the NLTP and will demonstrate how the NLTP gives effect to the GPS. Over the next few months the strategy will be extended to cover more of the NZTA’s functions. The strategy informs the assessment framework that guides the NZTA Board when it both adopts the 2009/12 NLTP and makes funding decisions during this three-year period.
The strategy will be made available as soon as possible after its adoption by the NZTA Board. Meanwhile the following questions and answers, pertinent to the NLTP, have been developed to assist approved organisations and RTCs.
The community transport fund is a new fund within the National Land Transport Programme (NLTP). The Minister of Transport asked during May 2008 that the NZTA set aside $10 million per year in the NLTP to provide targeted funding assistance for approved organisations to meet the historic transport needs of established communities in areas of high socio-economic deprivation. It is available for the 2008/09 financial year. For more information see the community transport fund section of this website.
The Domestic Sea Freight Development Fund is to help the sea freight sector prepare to play a greater role in our freight system. Public and private sector organisations can apply for funding from the domestic sea freight section of this website.
