The vision for cyclist skills training is:
a New Zealand where everyone has the opportunity to become a confident and capable cyclist
The New Zealand Transport Agency and Skills Active Aotearoa (an Industry Training Organisation) are beginning to develop a qualification for cycle skills instructors.
The NZTA Cyclist Skills Training Instructor Project in consultation with stakeholders will establish a nationally recognised qualification, training and QMS (Quality Management System) that will support Cycle Skills Training providers to deliver safe, effective programmes. Cycle Skills Instructor preparation will focus on three areas of competency:

At this stage we anticipate the following Project Milestones:
September 2009
Project Plan and Qualification Development Panel input captured.
January 2010
Qualification developed, registered on NQF.
March 2010
Training and assessment pathway developed.
April 2010
Trainer programme piloted and evaluation and report completed.
June 2010
Programme ratified and rolled out to industry.
A qualifications sub-group has been established to help guide this project. The Qualification Development Panel (QDP) is comprised of several of New Zealand's leading cyclist skills instructors. The QDP will report back to the wider Cycle Training Advisory Group (CTAG) that has been overseeing the development of cyclist skills guidelines.
The CTAG includes representatives from:
NZ Police, councils, retailers (represented by BIANZ), BikeNZ, MoE, NZSTA, SPARC, CAN, existing commercial providers and Cycle Touring/Guiding groups. With a sharp focus on communicating to the wider stakeholder groups throughout the project we are currently developing a communication plan to ensure this happens.
In September a Qualification Development Panel of 5 – 7 representatives from the Cyclist Skills Training stakeholder groups will be meeting to begin development of the qualification specification.
We will provide more details on the membership of this sub-group very soon. We will also endeavor to provide project updates to you at regular intervals.
