Safety management systems project

Purpose

To promote the adoption of safety management systems by Road Controlling Authorities (RCAs) to ensure that decisions about construction, maintenance and management of the road networks consider safety and help achieve targets and goals identified in national and local road safety strategies.

Objectives

  • Guidelines developed and published for safety management systems (SMS)
  • Roading professionals, transport planners and RCA decision makers educated on significance of road safety engineering in the governments road safety strategy
  • RCAs participating in voluntary SMS programme
  • Appropriate expertise developed in the roading profession
  • Progress assessed on implementing a consistent SMS approach across New Zealand's road network as the basis for further development

Project approach

The project comprises 5 main parts:

Guidelines

Facilitating RCAs' participation in the programme by producing guidelines for safety management system development, implementation and audit.

Marketing

Promoting RCAs' participation in the programme by educating roading professionals, transport planners and RCA decision makers on the significance of road safety engineering and especially safety management systems the government's Road Safety to 2010 strategy and the NZ Transport Strategy.

Demonstration

Encouraging RCAs to participate in a voluntary safety management systems programme with the Land Transport New Zealand and act as demonstration projects for further refinement of the voluntary approach sought by government.

Expertise development

Facilitating RCAs participation in the programme by developing appropriate expertise in the roading profession.

Auditing

Review, monitor, evaluate and report on the demonstration programme to assess progress on implementing a consistent safety management systems approach across New Zealand's road network, and provide the basis for considering improvements to the safety management systems approach.
