Road User Amendment
(Rule 61001/4)

This amendment Rule makes changes to the Road User Rule, aimed at improving road safety (eg the hand-held cell phone ban), clarifying existing requirements, improving compliance, assisting enforcement and improving the efficiency of traffic flow.

Tyres and Wheels Amendment
(Rule 54002/2)

An amendment Rule to prohibit the mixing of winter tyres and traditional summer tyres on the same vehicle, and to make various other changes, including provisions relating to visible cords.

Road User Amendment

This Rule will permit the use of a mobile phone's satellite navigation (Sat-Nav) function and using a mobile phone to listen to stored audio or the radio while driving.

Traction Engines
(Rule 32006/3)

This Rule will convert the provisions relating to traction engines in the existing regulations into a Land Transport Rule. The Rule will continue the requirements and standards for safety for traction engines used in public places. This Rule will primarily state which requirement for traction vehicles used in public places will be required to be certified and who will be responsible for ensuring compliance.

Vehicle Equipment Amendment (Immobilisers)
(Rule 32017/3)

Proposed amendment to the Vehicle Equipment Rule to provide for the compulsory fitting of vehicle immobilisers in all newly registered vehicles.

Vehicle Equipment Amendment (Noise)
(Rule 37017/3)

This Rule will make amendments to the recently signed Rule on noise to lower the drive-by noise limits for New Zealand that apply to vehicles at their time of entry into the fleet to reflect the limits in other jurisdictions, and make other changes to restrict noise emissions.

Will update the Dangerous Goods Rule to align with the United Nations dangerous goods regulations.  The Rule is directly targeted towards the transport industry and manufacturers/distributors.

This Rule will implement an expected Cabinet decision (Dec 2008) to develop a size and weight permit regime for high productivity heavy vehicles.

Traffic Control Devices Amendment
(Rule 54002/2)

To implement Road Safety 2010 safety intervention recommendations including results from trials, such as road markings before pedestrian crossings, and requirements for the placement of signs and the frequency for changing speed limits.

Driver Licensing Amendment
(Rule 91001/6)

This new Rule will implement safety interventions recommendations in the Road Safety 2010 strategy, including strengthening the requirements relating to young and novice drivers.  Other proposed changes relate to proof of identity, clarifying the treatment of international driver licences, the form of the licence and licence classes.
