Information for new traders of motor vehicles

Accessing online services

To access the trader change of ownership online services, go to Do it online (https://transact.landtransport.govt.nz/). Select the ‘Traders’ link and then the ‘Trader change of ownership’ link. A screen will be displayed giving you the option to register your organisation so that it can process online trader change of ownerships.

In order to register to use the NZTA’s online services, choose the ‘Request access’ button. You will be taken through to the Application access screen. Choose the application you want to access. For traders, this will be the trader change of ownership (MR13C). The system will then redirect you to the GLS screen (see below) and prompt you for a GLS logon and password to be entered. If you have not yet created a logon, chose the ‘Don’t have a logon yet?’ option to be issued with a logon.

Once you have been issued with a GLS logon, you will be directed to the Organisation Administrator screen which you will need to complete. Once submitted, this information will go to Finance at the NZTA who will then consider the registration application. If approved, your organisation will have an account created with access rights to use the online change of vehicle ownership service. The NZTA will send an email to your organisation once it has approved or declined your application (this may take up to 10 working days initially depending on volume). If approved, an email with instructions on how to process an online trader change of ownership transaction will be sent.

It should be noted that there should only be one Administrator for each organisation.  Once approved, it is the Organisation Administrator that will control invitations to employees within the organisation to be able to process MR13C transactions. It is the Administrator’s responsibility to maintain these users and ensure that as an employee leaves the company, their access to the transaction is removed. Easy to follow instructions on this process are outlined in the application itself.
