Information for new traders of motor vehicles

Online trader change of ownership transactions

From 19 April 2009, registered motor vehicle traders will be able to complete the Trader Change of Ownership transaction (MR13C) online. This new service  updates the Motor Vehicle Register immediately, reduces paperwork and is convenient and secure.

There will be no changes to existing payment arrangements. Monthly invoices showing the details of transaction volumes completed, will still be supplied.

Traders apply to use the service by registering a few simple details online. If approved, the trader will be issued with an account which will provide access rights to use the online MR13C service.

As part of registering , traders will be required to create a logon using the Government Logon Service (GLS) . Once a GLS logon has been issued, it can be used for accessing a range of government online services.

Questions and answers

Why have you developed an online process for completing the MR13C?

The NZTA have developed an online service to allow the change of the ownership process to be completed more efficiently. Traders have advised that they wanted to be able to complete MR13Cs immediately rather than sending in forms and waiting for them to be processed by the TRC. The new service will mean that a trader can complete the change of ownership into the Trader Network on the day they actually trade the vehicle.

Can I do bulk plate numbers?

Yes, you can complete up to 25 plate numbers at a time.

Will I get a confirmation email?

No, you will not receive a confirmation email. You will be able to log in and check what plates you have processed on any given day. You will also be able to print a list of the vehicles you have processed.

When will the actual change of ownership occur on the Motor Vehicle Register (MVR)?

This will happen straight away, therefore as soon as you confirm you have entered the correct plate and vehicle details, the MVR will be updated.

What is the fee and how will I be charged?

The fee will stay the same at $2.25 for each change of ownership transaction. This fee will continue to be paid by direct debit.

Will I still be able to send in my MR13C forms to TRC to be completed?

You will have until 30 October 2009 to change over to the online transaction processing service. After this date, the TRC will not process these transactions.

Can I still use Motorweb or Lemoncheck to complete these transactions?

About the Government Logon Service (GLS)

The GLS allows you to use the same logon details to access all participating government service provider’s online services.  This saves you from having to remember multiple logon details for different services. The GLS is secure and maintains your privacy. 

A GLS logon is like a unique ‘key’ that opens many government services doors. However, a customer can still use different ‘keys’ for different government services. The more government service providers that use the GLS the more government service doors the ‘key’ will open. 

The GLS will be re-branded igovt logon service in June 2009.

What is a logon?

A logon is the ‘key’ the GLS uses to re-confirm your logon when using the NZTA’s online service for Trader change of vehicle ownership. A common example of a logon is a username and password.

How do I get a GLS logon?

You will get a  a GLS logon (or confirm your use of an existing GLS logon) when registering for the NZTA’s online service.

The GLS is world-leading in the way it is designed to protect your privacy. By separating  what you do online from who you are, the GLS provides the convenience of being able to use a single logon for accessing the online services of participating government agencies while maintaining your privacyYour personal information is not shared between the GLS and any participating government service provider or between government service providers using the GLS.
